Coming out of today's meeting with John Conyers, these seem to be the significant developments:
He is circulating a letter among his colleageus for signatures, a letter addressed to Bush letting him know that an attack on Iran will result in impeachment hearings. LET'S ASK EVERY MEMBER OF CONGRESS TO SIGN ON! I know it seems bassackwards and we want impeachment before a new war, not after, but this is a way for us to show Conyers the support that will be there any time he moves forward.
He is open to the new argument that we have been making to him, namely that impeachment hearings for Cheney or Bush (on torture, signing statements, spying, war crimes, etc, etc) would hurt John McCain's candidacy by forcing him to defend the crimes.
He is open to meeting with experts allied with us to hear their arguments for impeachment.
All of that is positive. Still, Conyers continues to believe that elections are more important than justice, that impeachment would be bad for the elections, and that impeachment hearings would be stonewalled by the White House. There are a couple of possible responses to the last point. One is that impeachment hearings, including taking up H Res 799 as instructed by the full House last November, and even marking it up to add new charges, overrule claims of "executive privilege." Of course Bush and Cheney could claim otherwise, but there is an answer to that. When Nixon refused a subpoena, the House Judiciary Committee passed an article of impeachment against him for that refusal. Cheney and Bush have already refused subpoenas. There's no need to wait.

"All Bark And No Bite" John Conyers
Figuretively speaking of course. Impeachment is not a threat of things to come, rather, it's a remedy for done deeds that could rise to an impeachable level. The charges are too serious to be ignored or put off by the 110th Democratic Congress, even in an election year, and even with the 2nd session coming to an end. H.Res.799, a "Privileged Resolution", requirng immediate action by Conyers, with no action taken so far, points to deliberate "falsehoods" on the road to war with Iraq and could rise to the level of impeachable offenses if Conyers held a hearing. For now Conyers is barking, for sure, but, with no bite, nobody really cares and it really doesn't make a difference. Just a lot of hot air. Carry on.

IMPLICATION that impeachment only a threat IF Iran is attacked
The problem with Conyers (in general a coward or complicit) specifically relating to the Iran issue - is that this measure COULD (those prone to manipulation and games would find a way) imply that if Iran is NOT attacked, then Conyers would NOT move for impeachment.
Most of US know there is sufficient justification for impeachment NOW.
Maybe it's time to recall congress, all states secede from the union and take the power back to the grassroots! (My favorite personal rant)

Why does Conyers need to hear others argue for impeachment?
Didn't he offer up the best argument for impeachment himself when he released "Constitution in Crisis"? What's a better argument than 350-plus pages of meticulously detailed evidence of impeachable offenses committed by the Bush administration?
It's just more cowardly Conyers stalling, David.

Remember What's Lurking In The Background, Folks ...
Although Rep. Conyers is continuing his cowardly and shameful stalling on the issue of the impeachment of Dick Cheney, now saying that impeachment proceedings will begin IF Iran is attacked, there's one thing which will effectively stop any move by the Congress to enforce any kind of action against this rogue "Presidential Administration".
What is it, you ask?
The answer -- Homeland Security Presidential Directive 20 (HSPD-20) and National Security Presidential Directive 50 (NSPD-50), along with the provisions contained within the odious "John Warner Defense Act".
When (not "if") a "false flag" operation, such as another "terrorist attack", occurs within the U.S. (and this "false flag" operation will be designed, calculated and carefully timed to ensure not only the most casualties, but also to invoke the most powerful visceral reactions of fear, terror, paranoia and "virtuous victimization" among the American populace, especially if this "false flag terrorist attack" were to take place during the Summer Olympics in Beijing or during the Democratic National Convention), NSPD-50 and HSPD-20 will immediately be put into operation, effectively shutting down the nation and tranferring all civilian government operations to Northern Command.
A "false flag" operation would be the perfect justification for an attack against Iran, and with NPSD-50 and HSPD-20 firmly in place, the Congress will have NO POWER to engage in any criminal proceedings against the Cheney/Bush "Administration", having been effectively put out of business under the "Continuity In Government" Act, and the Presidential election would be cancelled due to the state of martial law which would be immediately declared.
There are times when I really believe that Rep. Conyers would prefer not to deal with the crimes of this "Administration", and if it takes a "false flag" terror operation and the immediate imposition of NPSD-50 and HSPD-20 to relieve him of the responsibility of fulfilling his oath of office, he'd be all for it, which is a sad commentary on the moral decadence of our nation's leadership and just how far we've strayed from the principles upon which the nation was founded.

Under NPSD-50 and HSPD-20, the Posse Comitatus Act, like the entire Constitution, will be rendered null and void, due to the imposition of martial law because of some type of "national emergency", including a "false flag" terror attack against the nation. Martial law will overrule the Constitution, and all other legislative acts, including Posse Comitatus.
It's apparent that Dick Cheney is itching to attack Iran so he won't have to leave office anytime soon, as well as avoid Congressional prosecution, so he's ready to give the green light to a "false flag" operation which will so paralyze, terrify and frighten the American people into becoming "virtuous victims", as well as meekly accepting martial law in the name of "national security".

I'm not across the details of some of the Acts and
directives you mention, but if the thrust of your concerns are correct then America is in deep shit because as an impartial observer of the United States, not one of its victums, formerly one of its friends in fact, if one can claim friendship on the basis of shared values, I expect to see real not false flag terrorist attacks on America. I expect it because I think American foreign policy and the failure of the US people and system to use lawful means is leaving no other options to the worlds UNpeople but to take action against "we the people" for failing to keep their treaties against aggressive wars and torture.
It looks to me like the neocons are going to get their way. I think they have left substantial numbers of people in the rest of the world no choice but to apply force against America or to submit to America and when some do apply force in the form of terrorism then the American experiment with government of the people by the people for the people will be effectively over.
By waging a phoney war on terror the United States has created what it purported to oppose. False flag attacks won't be necessary in my opinion. In my opinion nothing short of impeaching Bush will put the genie back in the bottle and in my opinion US citizens will not impeach Bush.
I repeat I am not a terrorist and I do not plan to attack America. I am an observer that thinks that the way America has behaved by failing to impeach Bush amounts to a guarantee that America will be hit by human beings who think as I do (that tit for tat is part of the natural law of life) and who have been more directly harmed.
When one bunch of humans tears up the rule book other bunches of humans don't feel obliged to play by the rules either. I think we will see this within a few months and it scares me more than all of BushCheneys' transgressions to date. The "JWDA" slipped through w/out a murmer from anyone and I was amazed . This is one of the main reasons that BushCheney can be so arrogant and criminal in their theft of our country. The fact that this "Act" passed through w/out any serious debate shows either the complicity or total incompetance of congress. Anyone who cares about the future of democracy in America should at least read what power Mr. Warner gave his friend, Congress & the Supreme Court will be dissolved , the military will be deployed to OUR cities and Martial Law will keep us in line. Larry Silverstein made his money by buying property in new York and demoing it in order to rebuild.
As it stands, the three buildings that collapsed on 9/11 after two of them were hit by planes, completed the destruction of the entire WTC Complex. Every building was destroyed. So the Entire site had to be rebuilt.
This just after a study in 1999 that said to remove the towers would take about 7 years and about a billion in costs.
Had those buildings been hit, and not fallen, no-one would have EVER moved their businesses back into them. That property would have been the end of Silverstien's business.
As "luck" would have it, three buildings collapsed after 2 were hit by planes (first time in history that happened).
Also it happened just 6 weeks after Silverstien signed the insurance contract that ended up paying him 7 billion dollars for his 14 million dollar investment.

Criminal Government
Our two-party political system, which has neither been enshrined in the Constitution or in law passed by Congress, has left us with a criminal Administration and a Congress without the integrity to do its Constitutionly mandated duty.
After signing who knows how many petitions to Congress these last years calling for them to just do their duty, I refuse on this one. If John Conyers et all are not going to impeach if Bush attacks Iran unless I sign a petition, then we are as bad off as I fear.

He was supposed to be our Nations highest figure of the law, yet he broke the law and violated our Constitution with regularity. He was a complete disgrace as Atty Gen. Gonzales even tried to coerce then Atty Gen Ashcroft to sign off on his illegal NSA program. Even a heavily sedated Ashcroft refused from his hospital bed. In the Federal Prosecutor firings he lied to Congress under oath numerous times, smirked and refused to answer questions claiming he couldn't recall. His memory was so bad concerning conversations so important and recent.
Yet Congress and the Senate refused to defend our Constitution and IMPEACH him! Thankfully, for the sake of future DOJ credibility, he finally resigned. We need to look hard at all the law breaking and Constitutional violations that have occurred in the past six and a half years. Then Congress needs to do its duty and IMPEACH the entire Bush administration.
The loss of Civil Liberties for Americans under Bush has turned this great Country of ours into what now looks more like the old U.S.S.R. If you still want even more grounds for Impeachment of the entire administration, consider this also. We illegally, and without necessity, invaded Iraq. This is defined by the Geneva Conventions as an act of aggression. An act of unjustified aggression against another Country is a War Crime. The U.S. did indeed violate the Geneva Conventions and commit a War Crime with it's illegal invasion of Iraq. Destroying a Nation and People who had nothing to do with 9-11, and never posed any real threat to the U.S
Intelligence was manipulated and cherry picked to deceive Congress and the American people into going along with the invasion. We have unnecessarily killed hundreds of thousands of innocent Iraqis and wasted over 4000 young Americans for this lie. But still nobody is held accountable? This is why the entire World hates us so much today. Now we are hearing the same rhetoric, and the War drums are beating again regarding Iran. First you demonize the leader, then you exaggerate any threat.
This administration has learned nothing from their first disastrous mistake when they "Decidered" to invade Iraq. They continue to listen to nobody but themselves. Is a strike against Iran part two of the "Grand Neo-Con Scheme"? Will it be the next chapter of the Neo-Con attempt at re-shaping the Middle East? Congress MUST now grow a backbone and stop them before they have the entire World on the brink of World War Three! What troops are left for a fight with Iran? Our Military is already stretched to the breaking point. Does Bu$hCo plan on sending our Boy Scouts next?
Our President can't go anywhere in the World where he isn't met with rocks, bottles, and riots. His Foreign Policies, and his invasion of Iraq, have done incalculable damage to our reputation and our image throughout the World. Because of his policies, the World views him and the U.S. as the biggest threat to Global Security and Global Stability in the World today. If Congress and the Senate continue to fail at their jobs, and continue to lack the courage to remove the worst, most corrupt, incompetent Presidential administration ever, then "We The People" really do need to take to the streets in large numbers, and take our once great Country and Democracy back ourselves. If the new Dem Congress would get behind this, they would see their dismal approval ratings rise quickly. Why can't the Dems see this? By trying to play it so politically safe, the Dems just might manage to snatch defeat from the jaws of victory in Nov 08! Rep Conyers and House Speaker Pelosi, PLEASE re-set the Impeachment Table! John "Uncle Tom" Conyers!
What we really need is a strong candidate to start right now running against Conyers. Talk is cheap and that is all we have gotten from this "Uncle Tom" for the last six years.
As powerful and as large as the anti war impeachment movement is, do not tell me that we can not defeat this black Quisling!
Conyers may have been a great congressman at one time but, for whatever reason, he is no great leader any more. The sooner we get rid of him the better!

At the risk of being flamed, I declare my undying admiration for Chairman John Conyers. Clearly this gentleman wants impeachment more than any human being on the face of the earth, he put his sweat, blood and tears into his flawless and comprehensive document Constitution in Crisis. Impeachment is his baby! This laborious task was done at the risk of his political career, and maybe even worse. He is weighing decisions that will effect the nation forever. He is not taking this lightly. I wish everyone would not hateful names at him. Save those for the Bush, Cheney, and PNAC and CLI war criminal rackets.
