Impeachment
The penalty if convicted after an impeachment trial is removal from office. The punishment for conviction of war crimes and crimes against humanity is imprisonment or death. They (Bush, Cheney, Rumsfeld, Rice) should be tried as war criminals, otherwise, we bear the same stigma as the general populaton of Germany during the Third Reich.
