Impeachment Resolution in Chicago City Council

DRAFT RESOLUTION
In The Chicago City Council
March 2006
Whereas George W. Bush has, in violation of his constitutional oath to faithfully execute the office of President of the United States and, to the best of his ability, preserve, protect and defend the Constitution of the United States, and in violation of his constitutional duty to take care that the laws be faithfully executed, has threatened the security of the American people, by:
1. Misleading the nation about Iraq's weapons of mass destruction by providing misinformation to the United Nations Security Council, Congress, and the American people overstating the offensive capabilities of Iraq;
2. Repeatedly misleading the nation about ties between Iraq and Al Quaeda by erroneously linking Iraq with the terrorist attacks of September 11th by AlQaeda;
3. Stating that "Saddam Hussein recently sought significant quantities of uranium from Africa" in his State of the Union Address after being told by the CIA that this was untrue and that the supporting documents were forged;
4. Using these falsehoods to lead our nation into war, by invading the sovereign country of Iraq, unsupported by international law; and sacrificing the lives of thousands of American soldiers and killing tens of thousands of Iraqi civilians and conscripts.
5. Diverting the National Guard to foreign wars where they are unavailable to serve the needs of American citizens at home.
6. Not telling the truth about American policy with respect to the use of torture and has been responsible for the use of torture and indefinite detentions such as the Camp X-Ray, Abu Ghraib torture and prisoner abuse, Bagram torture and prisoner abuse, desecration of the Qur'an at Guantanamo Bay and other such matters including the persecution of U.S. and non-U.S. Muslims; and has asserted that his power as a commander in chief gives him the authority to bypass a new law restricting the use of torture when interrogating detainees;
7. Criminally failing to respond adequately to a major disaster on American soil, Hurricane Katrina, which killed at least 1, 383 people in the gulf coast region and left over 78,000 people homeless, and appointed unqualified personnel to critical government positions as political favors where their incompetence places American citizens at risk, such as the appointment of Mike Brown as head of FEMA;
8. Has directed the government to engage in warrant-less domestic spying program, without court review, in direct contravention of U.S. law;
9. Concealed information vital to public discussion and informed judgment;
10. Directing millions of dollars in government funds to companies associated with White House officials in no-bid contracts that pose serious conflicts of interest, such as Halliburton, of which Richard Cheney was once CEO.
11. Weakening the effects of International Law by defying the United Nations thus encouraging other nations to violate International law by example.
12. Generating ill will among the peoples of the world with an offensive and aggressive foreign policy.
Therefore, be it resolved that the City Council of Chicago supports Illinois General Assembly House Joint Resolution 125, which calls for the impeachment of President George W. Bush.
Be it further resolved, that we request that our Illinois Representatives join with Congressman John Conyers and others in Congress to introduce Articles of Impeachment against George W. Bush and that copies of this resolution be sent to Senators Durbin and Obama and all members of the House Judiciary Committee.
